Coast Guard approved ring life buoy with a line attached was not located on each staging alongside of a floating vessel on which work was being performed. a) On or about January 25, 2020, at the stern transom of the barge, employees were cleaning and inspecting inland rake hopper barges without having a life ring readily accessible in the vicinity of workers on barges.
