29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels is not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section: a. Employees performing roofing work are not protected from fall hazards by the use of a fall protection system. The employer fails to assure effective protections against falls as required by the standard, as demonstrated on July 11, 2019, when 8 employees performing re-roofing work on a residential roof with a 7:12 pitch at 2926 Grande Oaks Way, Fleming Island, Florida, and are exposed to from 8-foot 3-inch to 16-foot fall hazards at roof eaves to the concrete and grass surfaces, and openings on the roof where roof vents had been removed in that they are not using any personal fall protection system.
