29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use: Employees engaged in metal scrapping activities, a task requiring the use of respiratory protection, were exposed to air contaminated hazards. A written respiratory protection program containing the requirements standard elements such as but not limited to worksite-specific procedures, respirator selection, employee training, fit testing, medical evaluation, and respirator use, cleaning, maintenance, and repair had not been developed or implemented by the employer.
