29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: Line #1, Condiment Pump. On or about October 17, 2018, employees who performed cleaning and unjamming of frozen product from the condiment pump were exposed to amputation and laceration hazards from contact with the pump's impeller blades. The employer did not provide specific training to ensure that employees acquired the knowledge and skills for the safe application and use of energy controls including energy isolation, lockout and verification prior to disassembling the condiment pump sections and performing servicing and maintenance activities. Employees did not all know when the pump should be deenergized and locked out when removing various pipe sections for cleaning and unjamming tasks. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
