29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: (a) Metal Container Corporation located at 1201 Metal Container Ct. Windsor, CO 80550: On and preceding October 12, 2018, the employer did not ensure that procedures were developed, documented and utilized for the control of potentially hazardous energy on cup conveying blowers on the front end of the production line. The cup conveyor system has 6 separate blower assemblies which consist of motors that drive individual fan blades with belts, pulleys and a shaft. The blowers force air into a duct that feeds into a conveyor line which transports the cans down the conveyor line. When only one blower is electrically de-energized, the mechanical energy resulting from the vacuum and air flow of the other 5 blowers can lead to rotation of the fan. When the fan rotates, the mechanical force transfers to the shaft and rotates the pulleys and belts. The mechanical energy resulting from this exposes employees to caught-in and amputation hazards.
