29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: a) 3982 Kozy Korner Road, Center Valley, PA, Worksite, Upper Floor - on or about October 1, 2018, employees were accessing and egressing the ceiling joists, where changes in elevation ranged between approximately three to nine feet, by climbing on the diagonal bracing for the exterior and interior walls.
