29 CFR 1910.23(c)(8): The employer did not ensure that the top cap and the top step of a step ladder were not used as steps: Men's Department at the Sears Store: On or about September 21, 2018, and at times prior thereto, employees were exposed to a fall hazard, while using a Louisville 10 ft. ladder to access the ceiling to perform overhead electrical work.
