29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. The employer is failing to protect employees from electrocution hazards. This was most recently documented on or about July 24, 2018 at the jobsite located at 4910-2 Waite Street in Fort Riley, Kansas, when employees were working in the vicinity of 7.2 kilovolt overhead power lines during the installation of solar panels. The employers safety program was inadequate in that the employer did not recognize and identify conditions that exposed employees to electrocution hazards associated with working near overhead power lines and methods to mitigate those hazards.
