29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part. a. On or about July 16, 2018, at a site located at 8675 York Road in Pataskala, Ohio, employees were installing translucent roof panels onto a new build, single story, water treatment plant that was approximately 15 feet tall. The employer never initiated or maintained safety and health programs to protect employees from the hazards associated with performing roofing work or those associated with using portable ladders to access elevated work areas.
