29 CFR 1910.95(d)(1): When information indicated that any employee's exposure equaled or exceed the 8-hour time-weighted average of 85 decibels, the employer did not develop and implement a monitoring program: (a) Handle Mill: On or about March 6, 2018 the employer had not performed noise monitoring where employees were required to wear hearing protection in that an employee (Chop Saw Operator) was exposed to continuous noise at 281.7 percent of the permissible daily noise exposure (8-hour Time Weighted Average sound level of 90 dBA) during the 480 minute sampling period on March 13, 2018. For a full eight hour work shift this exposure would be equivalent to an average sound level of 97.4 dBA. (b) Handle Mill: On or about March 6, 2018 the employer had not performed noise monitoring where employees were required to wear hearing protection in that an employee (Rip Saw Operator) was exposed to continuous noise at 164.7 percent of the permissible daily noise exposure (8-hour Time Weighted Average sound level of 90 dBA) during the 480 minute sampling period on March 13, 2018. For a full eight hour work shift this exposure would be equivalent to an average sound level of 93.5 dBA. (c) Handle Mill: On or about March 6, 2018 the employer had not performed noise monitoring where employees were required to wear hearing protection in that an employee (Dowel Milling Machine Operator) was exposed to continuous noise at 110.9 percent of the permissible daily noise exposure (8-hour Time Weighted Average sound level of 90 dBA) during the 480 minute sampling period on March 13, 2018. For a full eight hour work shift this exposure would be equivalent to an average sound level of 90.7 dBA.
