OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: The employer is failing to protect employees from struck-by hazards while using the jogging blocks with the mechanical paper cutters. This was most recently evident during an inspection on February 14, 2018 at the facility located at 1001 Gallup Dr, Omaha, NE 68102. Employees use hand-held plastic and wooden jogging blocks to ensure stacks of paper are evenly aligned prior to activating the Polar 78 or Pro-Cut paper cutters. The employer has not developed procedures that inform employees on the proper use of the jogging blocks. Among other methods, one feasible and acceptable means of abatement would be to create a program that outlines proper procedures to ensure that the jogging block is not left in the path of the cutter blade in accordance with Pro-Cut Model-265DP, Operation and Instruction Manual, Safety Precautions, page 4.
