29 CFR 1926.1051(a): A stairway or ladder was not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided: a. Site - On or about December 14, 2017, employees were ascending and descending to the second floor while climbing the studs onto the unguarded stairway platform. The employer did not provide a safe means of accessing the second floor where there was a break in elevation of greater than 19 inches.
