29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: (a) Thurmond Rail Road Bridge: On December 11, 2017 and times prior, employees accessed the pier from the deck by way of climbing through a hatch, down the cross bracing. The distance from the top level to the pier is approximately 7 to 10 feet and the employees were not provided a stairway, ladder, ramp, runway, sloped embankment or personnel hoist.
