29 CFR 1910.147(c)(4)(ii): Energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be used for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the elements listed in this paragraph. On or about December 6, 2017, and at times prior thereto, the employer did not protect employees for being caught in rotating blades by developing energy control procedures for use during maintenance on the following equipment: a.
