29 CFR 1910.30(c): The employer did not retrain an employee when the employer had reason to believe the employee did not have the understanding and skill required by paragraphs (a) and (b) of this section. On or about October 12, 2017, the employer did not ensure employees engaged in replacing deck joist supports showed adequate knowledge or use of fall protection systems or that the employees possessed the understanding or skills necessary to use the equipment or perform the job safely exposing employees to fall hazards.
