Text For Citation: 01 Item/Group: 001 Hazard:
OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards: a) At the special needs pen, on or about 10/24/2017: Employees were exposed to fall hazards of 10 feet to the lower level while storing and retrieving bedding for the cows, as the area did not have guardrails. b) At the special needs pen, on or about 10/24, 2017: Employees were exposed to fall hazards of 10 feet to the lower level as the bedding storage area did not have safe access or egress in that it lacked grab bars at the top of the access ladder. c) At the milking parlor, on or about 10/24/2017: Employees were exposed to fall hazards of 7 feet as the stairways, with approximately 12 steps, did not have hand rails. Among other feasible and acceptable means of abatement: To abate the hazard, install a guardrail system and hand railing that will provide fall protection and will comply with the American National Standards Institute (ANSI) Standard A1264.1 - Safety Requirements for Workplace Walking/Working Surfaces and their Access, Section 5.1, which states that every open sided platform four feet or more above the ground level shall be guarded by a railing system, and Section 7.2, which states that every flight of stairs shall be equipped with a handrail system.
