Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to physical injury from moving traffic. I-95 Southbound vicinity Leetes Island Overpass: On or about 18 November 1996, traffic control systems were not used to divert traffic from lanes on the Interstate where employees were working. One feasible method of abatement would be the emplacement of signs in accordance with the American National Standards Institute Standard D6.1, Manual on Uniform Traffic Control Devices for Streets and Highways.
