Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that workers were exposed to the hazards of fall, being crushed or death by "metal plate connected wood trusses": JOBSITE: The workers, in the process of installing "metal plate connected wood trusses" that spanned 44 feet wide were exposed to the hazards of being crushed and/or death, in that the horizontal bracing was left loose and diagonal bracing or an equivalent means was not installed immediately soon after the removal of a truss from erected trusses. On or about April 15, 2005, eleven (11) wood trusses collapsed and fell on two (2) employees during the process of installation, and the two (2) employees sustained serious injuries from the incidents. Among others, one acceptable and feasible means of abatement is to: 1. Install the roof trusses in accordance with the Truss Plate Institute's (TPI) recommendations which are contained in HIB-91, Recommendations for Handling, Installing and Bracing Metal Plate Connected Wood Trusses; BCSI-B1 and BCSI-B2 (Building Component Safety Information); and the HIB-91 Summary Sheet which is provided with every delivery by the truss manufacturer. 2. Utilize other engineering technology.
