29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items of this section: The employer is failing to protect employees from caught between and struck-by hazards associated with operating and maintaining equipment without having developed or implemented written specific procedures for securing stored energy. This most recently occurred on April 20, 2017 at the facility located at 11002 Sapp Brothers Dr, Omaha, NE 68138. The employer has employees working on and maintaining 963C trackloaders without having developed and implemented written procedures that specifically identify the steps necessary to control the release of stored energy.
