29 CFR 1910.147(c)(2)(i): If an energy isolating device is not capable of being locked out, the employer's energy control program under paragraph (c)(1) of this section shall utilize a tagout system. On or about April 4, 2017 the employer failed to develop, document, and utilize procedures for the control of potentially hazardous energy to include a method of energy restraint on the air source for the Afla 2 pneumatic butterfly valve during cleaning.
