Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: On and before March 5, 2002, employees in the Continuous Caster Area were exposed to the hazard of asphyxiation in that, compressed Nitrogen was used in the piping system and the employer did not clearly identify the contents of the piping system. One feasible and effective method of abatement would be to ensure that all piping systems are marked with an appropriate legend meeting the color and size requirements of ASME/ANSI A 13.1-1996, Scheme for the Identification of Piping Systems. Positive identification of the contents of a piping system shall be by lettered legend giving the name of the contents in full or abbreviated form. Legends shall be applied close to valves, flanges, and adjacent to changes in direction, branches, and where pipes pass through walls and floors and at intervals on straight pipe sufficient for identification.
