Text For Citation: 01 Item/Group: 001 Hazard: DUST&FUMES

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing, or likely to cause, death or serious physical harm to employees. Employees were exposed to the hazard of a starch dust explosion and/or a flash fire while loading corn starch into bulk trailers. At Building 134, in the bulk trailer starch loading area, employee(s) were loading corn starch into bulk trailers through a pneumatic system. The flexible hose, (tubing), used on the loading spout was not conductive as specified in NFPA publication 61A, (9.5), 1989 edition. Among other methods, feasible and acceptable abatement methods to correct this hazard would be to: (1).Follow the recommendations of NFPA 61A,(9.5), and install conductive hose/tubing between the dry starch transfer pipe and loading spout, at the bulk truck load out station. (2).Establish procedures to check the continuity on the conductive hose/tubing used for dry starch loading.
