Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Location: Warehouse Yard; on 181 Elliot Street, employees were exposed to crushing hazards from tractor trailer trucks placed on unstable surfaces in the loading dock area. Among other methods, one feasible and acceptable abatement method is to: 1. Develop, implement and maintain a communication system to be utilized at all times between dock workers and tractor trailer and truck drivers while the vehicle is in the yard; 2. Install some type of truck restraint system; 3. Install some type of trailer lift device and/or dock leveler; 4. Instruct employees not to work in the warehouse yard while tractor trailers or trucks are entering, loading, unloading, and departing.
