Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: At the site where a John Deere tractor SN:L0645M212183 was used to clear brush under electric lines, the use of the seat belt was not required thereby exposing the operator to the hazards of being caught between the tractor and other objects and/or thrown from the vehicle. Among other methods of feasible abatement is to require the use of the seat belt as per the manufacturer's operating procedures. Abatement certification and documentation are required.tion
