29 CFR 1910.23(b)(13): No employee carries any object or load that could cause the employee to lose balance and fall while climbing up or down the ladder. The employer is failing to protect employees from a fall hazard associated with carrying an object or load while climbing up or down a ladder. This was evident during the inspection at 1919 S. 74th St, Omaha NE where the employer had an employee climbing up and down a ladder while carrying a leaf blower to clean gutters.
