Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a struck-by hazard from a falling load of structural steel: a.On the site where steel erection was performed, a multi-lift of structural steel was suspended directly over employees who were installing wire rope guardrail systems on the second level. Among the feasible means of abatement which would correct this hazard are the following: 1.Ensure route procedures for suspended loads and multi-lifts of suspended steel are pre- planned so that employees are not required to work directly below a suspended load. 2. Ensure no processes take place below suspended loads unless adequate overhead protection is provided to protect employees from overhead load hazards.
