OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by and caught in between hazards between a yard tractor and tractor and semi: (a) On or about March 2, 2017, an Ottawa Yard Tractor (30 64356 9 89) was used to tow a trailer (The Heil Co., VIN: 1HL A3A7B 2 HYH53787, Date Mfg: 10-87) and tractor (Peterbilt Motors Co Division of Paccar Inc., Model: 386, VIN: 1NPHD49X 5CD143661) in the yard. The employer did not ensure safe work practices were developed and utilized when towing vehicles stuck in the yard to eliminate the potential hazards of being caught between, struck by, or ran over by vehicles.
