29 CFR 1910.119(j)(2): The employer did not implement written procedures to maintain on-going integrity of process equipment as required. On or about February 12, 2017, and at times prior to, in the Sulfur Recovery Unit at Houston Refining in Houston, TX, the employer did not ensure that the frequency of inspections and testing of process piping was performed in accordance with INP-PRO-201, Inspection, Testing, and Repair of Piping when: a) The employer failed to inspect piping circuit 42-TG-1023-CAD (ISO439-0038-04), at the designated 5 year inspection interval (INP-PRO-201 Section 4.2.4.2.2 Table II) at the following locations: 1. TML 17 b) After the piping was placed in service, subsequent measurements of 42-TG-1023-CAD (ISO439-0038-04), were not made at appropriate intervals to establish corrosion (INP-PRO-201 Section 4.1.10), at the following locations: 1.
