29 CFR 1926.20(b)(1): It shall be the responsibility of the employer to initiate and maintain such programs as may be necessary to comply with this part. a. On or before February 2, 2017, the employer failed to initiate and maintain a fall protection program, thereby exposing employees to 17 foot fall hazards. b. On or before February 2, 2017, the employer failed to initiate and maintain a safety program that identified hazards present and the personal protective equipment required to prevent injuries from those hazards, thereby exposing employees' eyes to struck-by hazards.
