Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) On or about March 5, 1985, at the jobsite located at Becca Avenue and Kelly Road, Naples, Florida, a Caterpillar 950, front-end loader, serial number 813J053, was transporting a pump suspended by a chain from the bucket; which blocked the drive's view of the employees exposing employees to the hazard of being crushed by the front-end loader. Among other methods, one feasible and acceptable abatement method to correct this hazard is to keep the bucket as low as possible to the ground; approximately 15 inches above ground, when traveling forward to ensure adequate visibility for the driver of the guide for front-end loaders (Caterpillar Tractor Company Operator's Guide) or to use a more adequate means than a front-end loader for transporting equipment.
