29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: The Finished Touch project site at 3179 Sunrise Rd. Suamico, WI: The Finished Touch LLC. did not develop and maintain a safety and health program to include frequent and regular inspections of the jobsite to be made by competent person(s) designated by the employer. Such inspections by a competent person would identify and address unsafe jobsite conditions including, but not limited to the recognition and avoidance of carbon monoxide overexposures levels. To abate these hazards the employer must ensure employees have been trained to recognize and avoid unsafe conditions, to understand the OSHA Standards relating to construction activity, and the methods needed to control or eliminate hazards which could lead to injury or illness. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance, including copies of the training materials and the names and qualifications of the person it is designating as competent.
