Text For Citation: 01 Item/Group: 001 Hazard:
29 CFR 1910.106(b)(2)(iv)(f)(1): Tanks and pressure vessels storing Category 1 flammable liquids shall be equipped with venting devices which shall be normally closed except when venting to pressure or vacuum conditions. Tanks and pressure vessels storing Category 2 flammable liquids and Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C) shall be equipped with venting devices which shall be normally closed except when venting under pressure or vacuum conditions, or with approved flame arresters. The employer is failing to protect employees from fire and explosion hazards from stored Category 2 flammable liquids in vessels without vents. This was most recently documented on or about December 6 through 8, 2016, at the facility located at 1206 Illinois in Neodesha, Kansas where inspectors found tanks in the tank area without vents installed as required by the standard. a. Tank #2, the 6,000 gallon vessel containing C420/460 a category 4 Flammable Liquid petroleum distillate. Referencing UN 1268 label. The top of the tank had a feed inlet and no vent. b. Tank #3, the 6,000 gallon vessel contains SN 100 Oil a combustible. Referencing UN 27368 label. The top of the tank had a feed inlet and no vent. c. Tank #4, the 6,000 gallon vessel contains Toluene a Flammable Liquid Category 2. The top of the tank had no feed inlet, no vent, did have a level float that was sealed. d. Tank #7, the 6,000 gallon vessel contains Acetone a Flammable Liquid Category 2. Had UN 1090 label. The top of the tank had no feed inlet, no vent, did have a level float that was sealed.
