29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): a. The employer fails to assure effective protection against falls as required by the standard, as demonstrated on November 5, 2016, when three employees stripping old roof materials and installing new waterproof underlayment on a 4:12 pitch, low slope roof of a residential structure located at 10 Warner Place, Palm Coast, FL 32164 are exposed to an 8 foot fall to the ground below in that they are not protected from the hazard by any means of roof anchor points, lanyards, personal fall arrest systems, guardrails or safety nets.
