29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) For employees working at 11209 Veranda Court in Bradenton as observed on or about October 27, 2016. Employees were observed using a portable ladder to access the upper landing level that did not have the side rails extended a minimum of 3 feet above the upper landing level. The side rails were only extended approximately 1 foot above the level.
