29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section: a. Employees performing roofing work are not protected from fall hazards by the use of a fall protection system. The employer fails to assure effective protections against falls as required by the standard, as demonstrated on October 4, 2016, when 4 employees installing roofing paper on the 6:12 pitch roof of a house at 2621 Sunrise Ridge Lane, Jacksonville, Florida, were exposed to an 18 feet fall hazard to the ground in that they were not attached to a personal fall protection system.
