Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of the absence of an emergency plan to ensure prompt medical attention to injured workers: (a)Near the intersection of Casa Blanca and Secate Road, Bapchule, Arizona - The employer did not develop or implement an emergency plan to ensure that provisions were made for prompt medical attention in the event of an emergency. On July 4, 2004 an employee was severely injured at the worksite and medical attention was delayed. Due to the lack of an emergency plan, employees could not locate the nearest emergency medical facility and did not summon outside medical assistance. Among other methods, a feasible and acceptable means to abate this hazard is to ensure prior to the start of work: 1.That a complete emergency plan has been implemented. An emergency plan includes, but is not limited to, procedures and guidance for summoning outside medical assistance, the locations and phone numbers of medical facilities, directions and transportation methods available for transporting injuried workers, and means to communicate specific jobsite location to responders. 2.That employees are trained on all aspects of the emergency plan.
