Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fingers, hands, arms injuries when hooking the winch hook to the scrap car when the slitterman could accidently move the scrap cars without knowing that the employee (utilityman) fingers, hands, arms were between the car wheel frame or eyelet: a.Among others, one feasible and acceptable abatement method be to ensure that the line utility man lockout the winch controls before hooking or unhooking the winch hood to the scrap car wheel frame or eyelet, on or about November 15, 1993.
