Executive Order 12196 Section 1-201(a) of the Occupational Safety and Health Programs for Federal Employees: The Head of the Agency did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious harm to employees in that employees were exposed to the hazard of being caught in the underside of the conveyor belt: a) The underside of the moving conveyor belt was not protected by a "pan guard" for the EF-5 conveyor near the headend on the south side of the C-10 conveyor. b) The underside of the moving conveyor belt was not protected by a "pan guard" for the E-14 conveyor, located approximately 15 feet from the tailend.ately
