29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii) a) 1400 South 8th Street, Philadelphia, PA 19147: The employer failed to ensure that each working level of the fabricated frame scaffold was fully planked, exposing employees to falls. Conditions observed on or about March 16, 2016. Alberto El Romero was previously cited for violation of this occupational safety and health standard or its equivalent standard 1926.451(b)(1), which was contained in OSHA inspection 1093447, citation number 1, item number 2, and was affirmed as a final order on December 1, 2015 with respect to workplace located at 1011 S. 7th Street, Philadelphia, PA 19148.
