Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Miller #001, Parks Township, Armstrong County, RD 1, Vandergrift, PA 15690; Employees were exposed to being struck by rolling/falling pipe during the transfer of pipe from the float trailer to the pipe rack(s) in that the following deficiencies existed: (1) The temporary supports (2 - 2" diameter metal pipes, one near the rig was 11.6' in length, one away from the rig was 12.15' in length) for rolling the pipe on were not placed and anchored to support the load. (2) Employees were between the pipe rack(s) and float trailer while pipe was being transferred. Among other methods,one feasible and acceptable abatement method to correct this hazard is to: (1) Place and anchor the temporary supports in such a manner that would support the load. (2) Transfer pipe by using a crane with a two legged bridle sling. (3) Transfer pipe by using pipe rollers. (4) Spot the trailer on a level and as close to the rack as possible. (5) Train employees in the safe/proper techniques of material handling (loading, unloading, transferring pipe).
