Text For Citation: 01 Item/Group: 001 Hazard: HEAT
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed to the hazards of fire during a natural gas purging procedure: a- Mechanics Shop Boiler Room, Elizabeth Public Works City Yard - On or about 4:30 PM on 1/22/99 a newly installed 4 inch diameter natural gas main and existing supply line was purged in preparation for re-lighting pilot lites and restoring heat to buildings. The purging procedure was not in accordance with NFPA 54 section 4.3.3 regarding discharge of purged gases. Feasible and acceptable methods among others to correct the hazard is to: 1- Develop, implement and maintain a written standard operating procedure (SOP) in accordance with NFPA 54, the National Fuel Gas Code. 2- During purging, use combustible gas meters to determine the presence of flammable gas.
