Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free of recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employees were exposed to: (a) Employees were exposed to a potential hazard while operating the manually operated manlifts in the main elevator, the center elevator and the durum elevator due to the lack of a complete car enclosure. Among other methods, one feasible method to correct this hazard would be to install a complete car enclosure. (b) Employees were exposed to a potential crushing hazard while working near the base of the manlifts due to the lack of a guardrail system with a gate entry around the base of the manlifts in the main elevator, center elevator and the durum elevator. Among other methods, one feasible and acceptable method to correct this hazard would be to install guardrails around the base of each manlift.ls
