Text For Citation: 01 Item/Group: 001 Hazard: CRUSHING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a crushing hazard due to potential roll-over when operating ride-on mowers on sloping embankments: (a)Lebanon Valley Golf Club, Incorporated - An Employee operated a 25 horse or greater Toro, Reel Master 5400D,not equipped with rollover protection. thus exposing the employee to the hazard of being crushed, trapped or thrown in the event of a roll over, on or about September 17, 2004. (b)Lebanon Valley Golf Club, Incorporated - Massey Ferguson and Kuboto L4200 mowers (25 horsepower or greater) were not equipped with rollover protection that had been provided by the manufacturer(s), on or about September 17, 2004 Among other methods, one feasible and acceptable abatement method to correct this hazard would be to install and maintain roll-over protective structures (ROPS) as required by CFR 1928.51(b)(1), 29 CFR 1926.1002 and the American National Standard for Commercial Turf Care Equipment, ANSI B71.4 - 2004 and the manufactures' Operator Manual. As well as develop and implement an effective training program for the mower operators which incorporates, at a minimum, that operators be thoroughly trained in the safe operating practices for the mowers and in the recognition of potentially hazardous operating conditions.
