Section 5(a)(1) of the Occupational Safety and Health Act of 1970. The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards associated with the hazard of serious crushing injuries: (a)At the Service Center; Employee(s) with the job title of Mechanics who were using five of the Wayne auto hydraulic lifts to lift automobiles - The safety locking devices did not function. On or about 01/06/95. ABATEMENT NOTES: Among others, several feasible and acceptable methods to reduce this hazard are to: 1.Instruct and train employees in the proper use of mechanical safety locking devices for auto hydraulic lifts. 2.Conduct periodic inspections of the hydraulic lifts as recommended by the manufacturer to insure that safety locking devices and all other components are in safe operating condition. 3.Post manufacturers operating manuals in the service area for information and reference. 4.The employer had not rendered his workplace free from the hazard of auto hydraulic lifts not being properly inspected or maintained. The safety devices on five of the auto lifts were not operational. They are necessary to hold the lift in the air in the event of hydraulic failure. The hazard is reasonably foreseeable. The lack of safety devices is a recognized industry hazard. Reference ANSI B153.1 Safety requirements on lifts. A search of the OSHA Standard has been conducted and there are no applicable standards.
