Text For Citation: 01 Item/Group: 001 Hazard:
OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to a struck-by hazard: (a) Dinklage Feed Yard Inc, at 13946 Morgan County Road 21, Fort Morgan, CO: On and preceding 11/26/15, the employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to a struck-by hazard. A John Deere model 524K front end loader operated in the mill yard, transporting ground hay, silage, and hot milled corn from piles to mixers. The mill yard was open to entry by employees from the area where the feed trucks were parked to receive a load of feed. Dust from the ground hay and steam from the milled corn were generated, reducing visibility. On 11/26/15 a feed truck operator entered the mill yard while the front end loader was operating. This condition exposed the employee to a struck-by hazard. Abatement Note: Among other methods, feasible abatement methods include: 1. Erection of barricades or installation of other engineering controls to prevent workers from entering the mill yard while heavy equipment, such as a front end loader, is operating. 2. Ensure workers are wearing high visibility clothing, for example traffic vests, where potential for struck-by hazard exists.
