Section 5(a)(1) of the Occupational %% Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: (a) Employee(s) were exposed to the hazards of permanent lung sensitization and asthma-like reactions, while performing vehicle spray painting. A monitored employee performing this operation was exposed to Hexamethylene Diisocyanate (HDI) at a concentration of 0.045 milligrams per cubic meter of air for an 8.0 hour, Time Weighted Average (TWA). The concentration was approximately 9.0 times the recommended Threshold Limit Value (TLV) of 0.005 milligrams per cubic meter of air, from the American Conference of Governmental Industrial Hygienists (ACGIH). The sample was collected over a 53.0 minute period on 9/8/93 which reflected a concentration of 0.4118 milligrams per cubic meter of air. Zero exposure was assumed for the unsampled period of time. Abatement Note: Feasible and acceptable methods of abatement for this hazard include but are not limited to the following: 1. An increase of the air flow of the exhaust ventilation system inside the spray booth. 2. The substitution of the material being used in the spray paint finishing operation with a less toxic type
