Section 5 (a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees employment and a place of employment which were free from recognized hazards that are causing or likely to cause death or serious physical harm to his employees in that employees were exposed to a twenty foot fall hazard when they were permitted to climb up a portable extension ladder and to climb over or through the guardrails to access the roof. 07-10-97 a) South East Corner, Dover Mall, Hecht's Dept Store A feasible method of abatement to correct this hazard would be to remove the ladder and utilize the ladder access located at the opposite side. This ladder was properly secured at the top and was measured three feet above the roof landing. It provided safe access to the roof area.
