29 CFR 1926.20(b)(1): The employer did not initiate and maintain such programs as may be necessary to comply with this part: (a) At the inspection site, exposing employee(s) to conditions which are unsanitary, hazardous, or dangerous to their health or safety. Note: The elements of an effective safety and health program may include, but are not limited to, the following: a) Management commitment and leadership b) Assignment of Responsibility c) Identification and control of hazards d) Training and education e) Recordkeeping and hazard analysis f) First aid, medical training and assistance g) Frequent and regular inspections a) Jobsite, 296 Dinnerbell Road, Butler, PA: On or about September 28, 2015, employees were exposed to hazardous conditions and the employer did not have a safety and health program that would have included, but not limited to, training, identifying and controlling hazards and performing inspections.
