Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to the hazard of being struck: (a) Employees were exposed to the hazard of being struck by or caught under metal mail carriers that fall from the elevated deck of the Advance Lift onto the loading dock, on or about 8-21-97. There were no guards to prevent the rolling mail carriers from falling from the elevated lift deck onto the loading dock. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS, THE INSTALLATION OF CHAIN GUARDS TO PREVENT THE CARRIERS FROM APPROACHING THE EDGE OF THE LIFT PLATFORM.
