Text For Citation: 01 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to Chembond 3501, Liquid Phenol Formaldehyde Resin (glue), which can result in skin rashes (dermatitis) and sensitization. (a).Billet Production Area - In, around, and under the strander lines. Employees were exposed to the hazard of liquid phenol formaldehyde resin. Exposure to contact is greatest when employees clean the glue screens. General methods of engineering, work practice or administrative controls applicable in this circumstance, include, but are not limited to: (1). Increase the thickness of the strands from the present 1/8 inch to 1/6 inch. (2). Orientate the glue screen drum in a more effective position eliminating build up of waste material on the drum. (3). Redesign the shoot above the glue screen so that waste material falls directly into a cart or onto a platform where a rake or similar device could be used to remove the material instead of manually. Step 1 A written detailed plan of abatement shall be submitted to the Area Director outlining a schedule for the implementation of engineering, work practice and/or administrative measures to control employee exposure and contact to the resin (glue) as referenced in this citation. This plan shall include, at a minimum, target dates for the following actions which must be consistent with the dates required by this citation: (1) Evaluation of engineering control options; (2) Selection of optimum control method and completion of design; (3) Procurement, installation and operation of selected control measure; (4) Testing and acceptance or modification/redesign of controls. Step 2 Abatement shall have been completed by the implementation of feasible engineering work practice and/or administrative controls upon verification of their effectiveness in achieving compliance. Possible health effects from exposure and contact with the resin (glue) include dermatitis, and possible tissue destruction or burns. General methods of control applicable in this circumstance are listed above, however other methods of abatement may be equally or more appropriate. Ultimate responsibility for determining the most appropriate abatement rests with the employer given its superior knowledge of the specific conditions at the worksite.s
